Minutes of a Meeting of the Parish Council
held at Holne Community Shop & Tearooms on Tuesday 12 May 2015 at 8.00pm

Open Forum
Bill Owen, DNPA Ranger, informed those present that changes are being made to the way DNPA maintains its public rights of way.  A brush cutter loan scheme is being piloted.  Bill advised that he was piloting the scheme in Holne.  Several people have already expressed an interest in being involved but Bill would welcome any additional interest.

The Teddy’s Bear Picnic will take place on Saturday 16th May, 11am – 1pm at Venford.
Following a request from Holne Community Shop and Tearoom for him to arrange a walk, Bill advised that he had arranged  a Radio Devon walk which will take place on 30 July.

A First World War exhibition by the Dartmoor Trust is being held at the DNP Visitor Centre, Princetown until 9 September 2015.

PC Will Young reported 3 incidents in March and 3 incidents in April.   There were 3 crimes in March ( 1 x theft from motor vehicle, 1 x criminal damage and 1 x assault of a constable) and 3 crime in April (1 x communications offence, 1 x dangerous dog and 1 x attempt theft from motor vehicle)
He also informed those present that the police have launched Moorwatch - a campaign aimed at preventing, disrupting and detecting crime committed in Dartmoor National Park.  As part of this, police are conducting extra patrols at weekends to include isolated car parks and beauty spots on the moor where people park their cars and can become a vulnerable target for opportunistic thieves.  The police have developed a better working relationship with the Dartmoor National Park Authority, specifically the Rangers.  Under the new Community Safety Accreditation Partnership which the DNPA Rangers have signed up to, it allows police and Rangers to share information more freely and maximises opportunities to catch the perpetrators of this type of crime.  Despite this initiative, the busy Easter weekend accompanied by good weather saw a number of these types of crime across the National Park.  Locally, cars were broken into in Vennford, Scoriton and Holne.  Please spread the word to anyone visiting the area to ensure that no valuables are left in vehicles when visiting the moor. Please report any suspicious activity immediately.

In the Holne area there was an incident of a male causing damage at a local campsite by headbutting a window. On arrest the male became violent and assaulted a police constable by kicking her.  He has been charged for both offences.  There was also an incident of a dog biting a child and causing minor injuries which is currently under investigation.

Information about the local policing team, including bi-monthly reports and local priorities is easily accessed on the Devon and Cornwall police website at www.devon-cornwall.police.uk.  This can also be used to contact the local police or report something.  Alternatively, this can be done via 101 or 999 in an emergency.

The next local police surgery will be held at Buckfastleigh Town Hall on Thursday 25th June from 7.00pm until 8.00pm.

The meeting was opened by Cllr Owen at 8.12pm.



Election of Chairman
It was proposed by Cllr Simpson, seconded by Cllr Higman and unanimously agreed that Cllr Owen is re-elected as Chairman.


Co-option of Members
Members unanimously agreed to co-opt David Troake, Tom Powell and Elisabeth Ross into the three vacant seats.  They proceeded to join the meeting.


Election of Vice Chairman
It was proposed by Cllr Simpson, seconded by Cllr Higman and unanimously agreed that Cllr Troake is elected as Vice Chairman.


Declarations of Acceptance of Office
All members signed their declaration of acceptance of office, witnessed by the clerk.

Declarations of Interest
Members were reminded of their responsibility to complete a Notice of Registerable Interests within 28 days of their election/co-option and are also invited to state whether they have a personal or prejudicial interest in any matter to be discussed during this meeting.

Members completed their Register of Interests for onward transmission to SHDC by the clerk.  There were no interests declared relating to items on the agenda.


Requests for Dispensations
No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 30 March        2015 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.


Election of Councillors to Committees
9.1   Planning
        Cllrs Troake and Powell.


9.2   Finance
        It was agreed that a Finance Committee is not required.  Members were happy for the  
        clerk to continue to prepare the budget and any other financial documents for approval 
        by all members of the Council.

9.3  Playpark
       It was agreed that Cllr Hayles, Cllr Ross and the Chairman would represent the Parish Council
       on Holne Playpark.


Other Committee/Parish representatives
10.1 Village Hall Committee
          It was agreed that Cllr Simspon would continue to represent the Parish Council on the Village
          Hall Committee.
10.2  Snow Warden/Community Road Warden
          It was agreed to ask Paul Arrowsmith whether he would agree to continue as the Parish 
          Snow Warden/Community Road Warden.
10.3  Tree Warden
          It was agreed to ask Ross Gray to continue as the sole tree warden.

10.4  Other representatives      
          It was agreed that if the Council was required to be represented at other meetings (e.g.  
          Cluster, DNPA etc), members would rotate attendance based on their availability.

10.5  Leats Liaison Officer
          It was agreed that Cllr Higman would take on this new role.   


Nominations of Parish Members to DNPA
Cllrs Ross and Hayles both expressed an interest in nominating themselves for this role.  Nominations are to be returned by 5pm on 28 May, ballot papers will be sent out by 29 May and ballot forms are to be returned to DALC by 12 June.


Review of Parish Council Governance Documents
12.1  Standing Orders
          Members reviewed the Council’s Standing Orders and agreed no changes.

12.2  Financial Regulations
          Members reviewed the Council’s Financial Regulations and agreed no changes.

12.3  General and Financial Risk Assessment
          Members reviewed the General and Financial Risk Assessment and agreed no changes.

12.4  Statement of Internal Control
          Members reviewed the Statement of Internal Control and agreed no changes.

12.5  Fixed Assets Register
          Members discussed whether the the new play equipment purchased by Holne Playpark Charity  
          should be added to the fixed assets register.  There then  followed a discussion about ownership
          of the equipment and it was agreed to defer review of the fixed assets register until next month
          when confirmation of ownership of the
          equipment had been established.


13.1        Invoices for payment
              There were no invoices for payment.

                13.2        Chairman’s Allowance
                                Members approved the Chairman’s Allowance of £100
13.3        Audit 2014/15
Members received, approved and authorised  the Chairman and Clerk to sign the End of Year Summary and Accounts and Statement of Assurance in order that the audit papers can be audited.

13.4        Insurance           
Members considered the renewal quotation (£152.98).  Members were advised that
 the play area is insured against public liability (through SHDC) but the equipment
 itself is not insured against  damage.  After discussion, it was agreed that despite      
 Holne Playpark Charity owning the equipment, the Parish Council should pay for the
 cost of insuring the equipment against damage.  The clerk would seek a quotation for
 the additional premium.


14.1   New Planning Applications
            0217/15 - Agricultural storage barn (18.2m x 3.6m) at Littlecombe, Holne

            Members had no objections to this application.

14.2    Decisions
            There were no decisions to report.     


15.1  Members discussed the ongoing problem of the damaged granite clapper over the leat behind
          The Church House Inn.  Having made enquiries about the ownership of the lane leading to the
          church, it is believed to be ‘manorial waste’ and therefore does not specifically belong to
          anyone though there is believed to be a long standing public right of way to the church.

          It was agreed that the Parish Council would inspect the damage at its next meeting.  In the
          meantime, Bill Allen, having confirmed that The Dartmoor Trust has no funding left, suggested
          obtaining a list of DNPA contractors from Jonathan Stones, who can be approached for
          quotations to give the Parish Council an idea of the likely cost of repair.

15.2   It was reported that the warning posts delineating the leat opposite the Tithe Barn have still
           not been replaced by DCC Highways.   It was agreed that the clerk would follow this up again.


Little Bewden
The Chairman reported that Bibio has gone into administration and have left outstanding snagging issues and ongoing maintenance.  The gate into Playpark has now been put in (though it is not completed yet).  The Chairman thought that this will go directly across the field directly into the parking area into Little Bewden.   

The clerk confirmed that she had written to Jo Flint at Hastoe for confirmation of how these issues are going to be dealt with.  A site plan has also been requested to show where the gap in the bank will be created. 

Whilst Little Bewden is no longer the direct responsibility of the Parish Council, members feel they have a duty to support the residents and ensure the site is as they expected it to be.


Cllr Hayles reported that there were some outstanding issues which were being dealt with (safety matting etc).  The park is being officially opened on 28 May at 3pm.


Potholes, highway maintenance reports and other highways issues                                       
The following maintenance issues were reported:

  • Holne Chase Hill – the road surface on the top corner on the bend needs attention
  • Stoke Lane – a number of potholes



Clerk’s or Councillors’ reports on matters authorised by the Council


Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting
Cllr Powell suggested that a request is made for some brown signs to advertise local businesses in the village.  Cllr Simpson advised that the Community Shop and Tearooms had previously made enquires about these.  She advised that they are not supplied free of charge and have to be purchased by the business seeking the advertising and would advise members of the costs at the next meeting.


21.1  BT Adopt  Kiosk
          Members received correspondence from BT inviting the Council to adopt the telephone kiosk.   
          It was agreed to discuss this at the next meeting.

21.2  Memorial outside telephone kiosk
          The clerk informed members that she had received a query about the memorial stone next to  
          the kiosk which is in need of cleaning.  It was thought to be a war memorial but confirmation
          would be sought from Michael French.

Other items for information only were placed in the circulation folder or emailed direct to members.


Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 2 June 2015 at 7.30pm.


The meeting closed at 9.50pm.
