Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on Tuesday 3 February 2015 at 7.30pm

Bill Allen
Gave details of some forthcoming events:  

He informed members that the Community Shop and Tea Room had asked him to lead some guided walks from the shop.  He has agreed to lead a short and long walk – dates to be confirmed. 

Unfortunately, there is no money left in the Dartmoor Trust to repair the culvert behind the Church House Inn. The very last funding has been used to carry out some work to the leat behind the Community Shop.

Michael French
Referred to the Inquiry in 1996 relating to the path around the side of the pub.  He reminded members that this had been thrown out and the path is still not a public right of way.  However, it is a permissive path.  It was contended at the time that the path and the village green were part of the same thing and the whole area could be part of the Church House Inn.

Mr French informed members of the possible sale of the Venford watershed.  It was thought that this would be sold by auction sometime in March.

The meeting was opened by the Chairman, Cllr Owen, at 8.01pm.

Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.
There were no declarations of interest.


Requests for Dispensations
No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 6 January 2015 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.


5.1   New Planning Applications
        There were no new applications.

5.2    Decisions
         5.2.1   0689/14 – Variation of conditions 18 and 19 from permission ref 110/13 regarding 
                    extension of time for submission of samples of barn conversion at Long Barn,
                    Ingletts Farm, Michelcombe, Holne
                    Members noted that DNPA has granted conditional listed building consent.


6.1  The Chairman reported that Cllr Higman has cleared out the leat and sump at Playpark.

6.2  Members discussed the response of Devon County Council with regard to the responsibility of
        the culvert behind the Church House Inn stating that the leat is not DCC’s to maintain and
        appears to be unregistered.  Members noted that there was no funding available from Dartmoor
        Trust.  After a discussion, it was agreed to carry out a Land Registry search to establish ownership
        of the land on the other side of the culvert.


7.1  Members discussed the Parish Council’s website  - www.holneparishcouncil.net – and how it  
        could be improved.  After a discussion, it was agreed to advertise in the Parish Link for an
        enthusiastic volunteer to help improve the website by bringing it up to date and using it to
        advertise local events etc.

7.2  Members received information about The Transparency Code (Smaller Authorities) and were   
        informed by the clerk that it should be reasonably straightforward to comply with.


DCC Consultation – Public Transport Review
Holne is not affected by the proposed cuts and therefore members made no comment.


It was confirmed that funding has been secured and the installatio n of the new equipment was imminent.  Permission was being sought from HCCT to carry out the work.  The clerk was asked to inform SHDC as the insurers. 



Annual Parish Meeting
It was agreed that the Annual Parish Meeting would be held at 7.00pm on Tuesday 3rd March and would be directly followed by March’s Parish Council meeting at 7.30pm.


Potholes, highway maintenance reports and other highways issues                                       
11.1  Members received information about the Community Road Warden Scheme.  It was agreed to 
          ask Paul Arrowsmith (snow warden) whether he would be interested in the scheme.

11.2  The following maintenance issues were reported:

  • The buddle holes from centre of the village to Scoriton by Holybrook Bridge need clearing
  • The buddle holes on the road from Staddicombe to Shuttaford need clearing
  • There is a pothole at the Stoney Post/Chase Gate junction to Gallant Le Bower


Clerk’s or Councillors’ reports on matters authorised by the Council


Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting


14.1  The clerk circulated information about the elections to members by email.  The clerk  
           confirmed that nomination papers would be available by the beginning of March and could be    
           submitted from 25th March. The deadline for both nominations and withdrawals is Thursday 9th
           April at 4pm. 
14.2  The Chairman reported that she had received an email from Richard Copus expressing his      
          concerns about canoeists at Holne Bridge, the blue signage along the bank and the cutting
          down of trees along the Ashburton bank.  The concern has been reported to Brian Beasley ,
          DNPA, who was investigating the complaint.  It was agreed to receive an update in March’s  

14.3  The Chairman reported that she had spoken to the owner of the dogs thought to be fouling on   
          the village green and had received a positive response.

Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 3 March 2015 at 7.30pm.


The meeting closed at 8.45pm.

REPORT OF COUNTY Council to end of December 2014 /January 2015

This has been a relevantly quiet spell for ordinary members of The County Council.
The finance/ budget recommendations are set by The Council`s Cabinet and these recommendations were brought to all members at the Super Scrutiny Meeting which took place on Thursday 29th of January. There is likely to be an increase in the county Council party of the Council Tax of about 1.99%.
The final recommendations as to where cuts may be made will come before The Full Council Meeting on 19TH of February.
The management of our roads is at present giving us great concern.
I have attended a D.C.C Farm estates viewing day at Dawlish when there were at least 50 people attending with the hope of applying for the tenancy of the farm.
I sat on the interview panel to allocate the tenancy of a farm at High Bickington to a very enthusiastic young man.

SHDCs newly appointed Head of Paid Service Steve Jorden starts work on Monday, 2 February. He will undertake a week-long handover with Alan Robinson who will be leaving the council on Friday, 6 February. Steve's appointment means SHDC and WDBC now have two new strategic directors in place to run the Councils, Sophie Hosking having been in post since early January.

A major refurbishment is taking place at Follaton to install more modern work facilities, these improvements are to allow more agile working practices and easier use of communications technology. This will also include the complete refurbishment of the reception area so visitors may notice some disruption when arriving.

A Super Cluster meeting will be held at Follaton at 6.30pm on Wednesday 11th February.  This has primarily been arranged to enable each individual cluster area the opportunity to sit around the table to assess their submitted TAP fund applications.
At its meeting on 29 January the Executive Committee recommended that SHDC council tax for 2015/16 should be frozen. This proposal will be debated at the full Council on 12th Feb.

Owners of empty homes throughout South Hams are being encouraged to bring their properties back into occupation. For further information,  help, or to inform the Council about an empty property Town and Parish councils are asked to call Environmental Health on (01803) 861234

On a more local level the construction of the replacement A38 overbridge at Drybridge near South Brent is going well. Contractors hope to be able to install the main bridge beams in a week or so. As this will be done at night and will need an overnight closure of the A38 you are advised to listen out for advance warnings of when this is going to happen.

Sadly I have to end with a report that some mindless individuals have nothing better to do than drive all the way up to Shipley Bridge close to the Avon Dam to vandalise the toilets there. This happened a couple of times in November. The toilets of been repaired but are currently closed again due to more damage. If anyone has any information please contact the police or SHDC.
