Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on Tuesday 6 January 2015 at 7.30pm

Open Forum

District Cllr Smerdon
Cllr Smerdon reported that a new Executive Director has been appointed at SDC - Sophie Hoskin.  Steve Jordan has also been appointed as the other Executive Director and will start in February.

Paul Arrowsmith
Informed members that DCC has delivered 2 tonnes of grit.  He also commented that the road from Hembury Woods to Holne Bridge has many potholes and continues to deteriorate.


The meeting was opened by the Chairman, Cllr Owen, at 7.42pm.

Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.
All members present declared an Appendix A pecuniary interest in item 5.3 as council tax payers resident in the parish. [Dispensations had already been granted to allow those members to discuss and vote on this item].


Requests for Dispensations
No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 2 December 2014 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.



    •   Members unanimously agreed to approve the following invoice for payment:
  • Cheque no 726 - £150.00 – Cosmic (annual website hosting)
  • Cheque no 727 - £131.40 – HMRC
  • Cheque no 728 - £60 – P Arrowsmith (Christmas tree)
  • Cheque no 729 - £33.60 – P Owen
  • Cheque no 730 - £360 – D Gardener
    •  2014 – 2016 National Salary Award:

  Members noted the new clerks’ pay scales to be implemented from 1 January 2015.  The    
  hourly rate for the clerk would therefore increase from £10.95 per hour to £11.19 per   
  hour (SCP 24).  Members also noted the award of a non-consolidated, one-off, pro rata
  payment of £100.  Based on 20 hours per month, this equates to £12.47.

5.3   Members considered the budget proposals and precept demand for 2015/16.   After a
        discussion, it was proposed that the budget be accepted as presented and that
        the precept request is increased by £500. The cash requested by this council, therefore,
        will be £5,759 which would be made up of £193 council tax support grant (£214 last year)    
        + £5,566 precept (£5,066 last year).  This was unanimously agreed by all members


6.1   New Planning Application
        6.1.1    0689/14 - Variation of conditions 18 and 19 from permission ref 110/13
                    regarding extension of time for submission of samples of barn conversion at
                    Long Barn, Ingletts Farm, Michelcombe, Holne

                    Members had no objections.

6.2    Decisions
         6.2.1   0604/14 – Conversion of outbuilding to holiday accommodation, Mill Leat,
                    Members  noted that DNPA has refused to grant conditional planning

          6.2.2   0573/14 – Alteration to pitch of roof of single storey outbuilding, 5 Church   
                     Park Cottages, Holne
                     Members noted that DNPA has granted conditional planning permission.                                                                                                                                                            
          6.2.3   0633/14 – Extension (405sqm) to existing livestock building to replace
                     previous permission ref  0177/14, Mill Leat Farm, Holne
                     Members noted that DNPA has granted conditional planning permission.


7.1  The clerk reported that David Gardener has successfully completed the work to the leat
       at playpark.  He advised that the sump would have to be cleared regularly to
       prevent the build-up of debris again.  Cllr Higman agreed that he would do this.

7.2  Members reported that the markers that delineate the leat at Tithe Barn had still not been
       replaced and requested that the clerk chase this up again with the DCC Highways
       Officer.  The clerk was also asked to find out when work would be commencing at Holne


Village Green
8.1  Members discussed the concerns raised by a parishioner in December’s meeting
       regarding the ongoing maintenance of the village green.  After a discussion, members 
       concluded that who maintains the village green is not the Parish Council’s concern and
       therefore agreed not to pursue the matter unless there was a lack of maintenance  
       affecting the appearance of the village centre.
8.2  Cllr Simpson informed members that she had received a complaint about dog fouling on
       the village green.  After a discussion, it was agreed that  the Chairman would speak
       directly to the owners of those dogs thought to be the main offenders in an effort to
       improve the situation.  It was further agreed that the clerk would write a piece in the
       Parish Link and send a poster to the Church House Inn which can be used on the village
       green in an attempt to remind members of the public of their responsibilities as dog


Potholes, highway maintenance reports and other highways issues
9.1   Members noted that the large pothole at Greendown had still not been filled despite
        being reported a number of times.  It was agreed that the clerk would chase this up with
        the Highways officer again.

9.2  Members suggested that the gulleys near Holne Chase should be added to the Parish
       Lengthsmen’s schedule to be undertaken on their next visit.


Members were copied into a letter addressed to DNPA from Ru Roberts regarding development on her land (i.e. two banks and gates between the houses at Little Bewden and Playpark).  Members were aware that contractors had cut the fence in order to remove
the hedge.  However, having stopped work (presumably on receipt of the letter from Ms Roberts) they had left exposed barbed wire which was a safety hazard.  Cllr Higman offered to make it safe and the clerk was asked to make Hastoe Housing aware of the situation.


Annual Parish Meeting
Members deferred this item until the next meeting so that thought could be given to its format.

13.3  Members noted receipt of a letter from Dr Sarah Wollaston informing them that BT
         will be replacing a section of the cables that service Holne in January subject to weather
         and other conditions which should mean an improvement to broadband speeds etc.

Other items for information only were placed in the circulation folder or emailed direct to members.


Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday
3 February 2015 at 7.30pm.


The meeting closed at 8.45pm.
