Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on
Tuesday 6 November 2014 at 7.30pm

Mike Bonney
Was interested to hear about the Oil Club referred to under correspondence.  He informed members that he was involved in the Devon Oil Club, membership of which costs £24 per year.  In return, the club tries to obtain the most competitive oil prices.  He added that if you use 2000 or more litres per year, you will benefit.   He also suggested that this village should have a defibrillator.

The meeting was opened by the Chairman, Cllr Owen, at 7.49pm.

Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

There were no declarations of interest.


Requests for Dispensations
No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 7 October 2014 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.



    •   Members unanimously agreed to approve the following invoice for payment:
  • Cheque no 721 - £25.99 – S Hughes (ink and envelopes)
    •   Members received an application from Holne PCC for a grant towards the maintenance 

  of the churchyard.  It was agreed that this would be discussed in December’s meeting.


6.1       New Planning Application
             6.1.1   0573/14 – Alteration to pitch of roof of single storey outbuilding at 5 Church
                        Park Cottages, Holne

Members had no objections.

             6.1.2   0603/14 – Agricultural worker’s dwelling at Mill Leat Farm, Holne

                        It was agreed that Cllrs Troake and Powell would make their recommendations 
                        to the Council after the meeting once they had looked more closely at the plans.

            6.1.3    0604/14 – Conversion of outbuilding to holiday accommodation at Mill Leat,

            6.1.4   0633/14 – Extension (405 sqm) to existing livestock building to replace  previous 
                        permission ref 0177/14 at Mill Leat Farm, Holne

  6.2     Decisions
              6.2.1  0500/14 – Extension to existing house, Shuttaford Farm, Holne
                         Members noted that DNPA has granted conditional planning permission.


Little Bewden
7.1   Ross Gray had advised that one of the banks has partially collapsed.  Members agreed  
        that such issues need to be reported to Hastoe rather than to the Parish Council.

        Cllr Simpson advised that Dr Sarah Wollaston MP will be holding a surgery on 14
        November from 10-11am at the Shop/Tearoom.  She has requested to see Little Bewden
        which Cllr Simpson was happy to arrange. 

        The Chairman reported that a number of letters and emails of congratulations had been
        received following the official opening of Little Bewden. 


The Chairman reported that a leat clearance meeting had been held on 18 October at Playpark but unfortunately it had not been very successful because the leat has filled with debris and the clearance under the new clapper is now minimal.  After a discussion, it was agreed that the TAP money should be used to dig under and either side of the clapper to remove the debris and increase the clearance.  The remainder of the grant should be used to regularly maintain it so that debris does not build up again.  Quotes would be sought prior to the next meeting.

Members reported that the warning signs for the leat on the opposite side of the road to the Tithe Barn have fallen into the leat.  It was agreed that this would be reported to DCC.

With regard to the clapper at the rear of the Church House Inn which is currently coned off, DCC believes that this is within the boundary of the Church House Inn and therefore not DCC’s responsibility.  However, having looked at the Land Registry plans, members dispute that the problem is within the boundary of the Church House Inn and firmly believe it is a Highways matter.  It was therefore agreed to refer the matter back to DCC.


TAP fund
After a discussion, members agreed that an approach should be made to Buckfastleigh West Parish Council to find out whether they would support an application to fund the cost of emergency lengthsmen.


Members’ Code of Conduct
Members reviewed the Council’s Code of Conduct and agreed to make amendments to this Council’s Code of Conduct in line with recent amendments made to SHDC’s Members’ Code of Conduct.


Potholes, highway maintenance reports and other highways issues
11.1  Members received a DCC Highways consultation on the impacts of the proposed cuts
          for 2015/16 on the highways service.  It was agreed that some of the proposals would
          isolate parts of rural Dartmoor which this Council does not support.

11.2  It was reported that the sinkhole on the road from Gallant Le Bower to Greendown has
         still not been repaired.  It was agreed that the clerk would again chase this up with DCC


Cllr Hayles reported that the growing of poppies which were then going to be pressed had not been successful.  Children have created some displays which will be in the church in advance of the Service of Remembrance.

The clerk informed members that the play area inspection report had been circulated and it was noted that there were no items requiring urgent attention.

15.1    Members noted a letter from SHDC regarding the changes to the way cardboard is  
            being collected.  A poster would be displayed on the noticeboard.
15.2    Members received and noted a leaflet about the Heating Oil Club.
15.3    Members received and noted promotional material from Trago Mills advertising  
           Pensioners’ Week – 24-28 November.
15.4    Members received correspondence from The Local Government Boundary   
           Commission for England informing them that they have formally commenced an            
           electoral review of Devon County Council.  The electoral review will recommend new            
           electoral arrangements for Devon County Council, in particular the total number of  
           councillors elected to the council, the number of divisions, the number of councillors   
           representing each division, division boundaries and names of divisions.  The clerk
           informed members that she would email the details to them so that a formal response
           could be considered at the next meeting.

Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 2 December 2014 at 7.30pm.  


The meeting closed at 9.11pm.

October 2014

It has been quite quiet for ordinary members of the County Council. I have not had any meetings during October to attend at County Hall.
I have done the usual round of Parish Councils.
The main topics as always are the roads, potholes and school transport.
Another round of cuts is promised us for next year’s budget and the pain just gets worse and there is no cure. The Councils are continually being asked to do more with less finance.


On 17th of October the seven affordable homes for local people built by Hastoe Housing association at Holne were officially opened. I was fortunate to join a large group at the opening which included representatives from S.H.D.C, D.N.P.A, Hastoe, their contractors, and many representatives of both Parishes. We also met several of the local families who were very happy in their new homes. The Village Housing scheme underway at Rattery and one being planned at Staverton should increase the number of much needed affordable homes constructed in this Ward by 27,, which we should all feel proud of.

South Hams District Council has supported the convening of a joint member and officer group to examine and analyse the issue of housebuilding numbers in the South Hams, so that members of the public can see how the level of housebuilding needed in the future for the District has been calculated. The ongoing Our Plan process will allow members of the public to input their views.

SHDC and West Devon Borough have agreed the appointment of Sophie Hosking to the role of Executive Director (Service Delivery and Commercial Development). Sophie, who currently works for Cornwall County Council will commence in her new role at the beginning of January 2015. The process of appointing an Executive Director for Strategy and Commissioning has begun with council members meeting candidates on 24th of November.

In accordance with recent regulation, press and public are now able to film and report public meetings of town and parish councils.

A Super Cluster meeting has been arranged to take place at 6.30pm at Follaton House, Totnes, on Weds 26th November 2014. This meeting will include an update on Devon County Councils budget for 2015 from DCC Leader Cllr John Hart.
