Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on Tuesday 7 October 2014 at 7.30pm

John Nutley, DNPA
Informed members that there have been some changes at DNPA.  Bill Hitchens has stepped down as Chairman.  Mr Nutley advised that he has been elected as Chairman of the Audit and Governance and Standards Sub-Committee.  He also advised that the DNPA has now introduced fees for pre-planning application advice.

Richard Copus
Informed members that he has submitted a planning application which was being considered at item 6.1.2 and explained the reasons for the application.

Mike Mudge
Asked whether the rural skip service was still running.  He was advised that SHDC stopped this service in the mid-1990s.

Paul Arrowsmith
Informed members that he had submitted an application on behalf of the Holne Community Shop and Tearoom for a small grant to help with the cost of painting the building.  He also advised that he was happy to organise this year’s Christmas tree.

Ross Gray
Expressed concerns that there were still outstanding maintenance issues at Little Bewden including planning conditions set by DNPA which have not yet been fulfilled
The meeting was opened by the Chairman, Cllr Troake, at 8.03pm.

Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

There were no declarations of interest.


Requests for Dispensations
No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 2 September 2014 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.



    •   Members unanimously agreed to approve the following invoice for payment:
  • Cheque no 716 - £131.40 - HMRC (PAYE)
  • Cheque no 717 - £9.12 - S Hughes (stamps)
  • Cheque no 718 - £20.00 – SHDC (VAT on annual inspection and insurance of Playpark – cheque 709)
    •  Members received the second instalment of the precept - £2,533
    •  Members received and noted the second quarter bank reconciliation.
    •  Members considered and agreed a donation of £60 to the Parish Link.
    •  Members received and noted a letter from SHDC giving early warning that the Council 

 Tax Support Grant allocation would reduce from £214 in 2014/15 to £193 in 2015/16.

    •  Members received a letter from the Chair of Holne Community Shop and Tea Room 

 asking them to consider a grant of £250 towards the cost of painting the outside of the 
 shop and tea room.  After a discussion, it was agreed that a grant of £250 should be made 
 (cheque 719)


6.1       New Planning Application
            6.1.1   0501/14 – Extension to existing house, Shuttaford Farm, Holne

                        Members had no objections to this application.    

            6.1.2    0545/14 – Timber-framed garage and studio/store in roof space at 1 Stoodley 
                        Barn, Holne
                        Members had no objections to this application.    
6.2       Decisions
              6.2.1  0362/14 – Change of use of agricultural land to residential land to residential 
                          curtilage with the formation of independent access track (Option B), Little
                          Cross, Holne
                         Members noted that DNPA has granted conditional planning permission.

              6.2.2   0416/14 & 0417/14 – Installation of boiler flue to serve new pellet boiler to be
                          located in existing single storey outbuilding and replacement roof covering,
                          Shuttaford Farm, Holne

                          Members had no objections to this application.    


Little Bewden
7.1   Members were informed and noted that the vacancy at No.5 Little Bewden has been  

7.2  Members were reminded about the opening event on 17 October at 11.00am.

7.3   In response to representations made in the open forum with regard to outstanding 
        grounds and maintenance issues, it was agreed that the clerk should write to Hastoe,
        copying in DNPA, to find out when these matters were going to be resolved.  These
        issues include those outlined in the planning conditions set by DNPA which have not 
        yet been fulfilled.

        Tenants have also commented that the process of reporting defects/maintenance issues
        is cumbersome and they have therefore enquired whether they can go direct to Bibio
        (copying Hastoe in if reporting by email).  It was agreed that the clerk should ask Hastoe
        whether this would be possible.

First World War 100th Anniversary
Cllr Troake reported that he had met three times with Caroline Carrow and Jackie Sheraton and informed members that there will be a centerpiece display in the Church with biographical detail of the 14 men who died.  This will be ready to be viewed on Saturday 8 November.


Service of Remembrance
This will be held on Sunday 9 November and it was agreed that Cllr Troake would lay the wreath on behalf of the Parish Council.


Christmas Tree
As stated in the open forum, Paul Arrowsmith has offered to organise this year’s Christmas tree.


TAP fund
Members were informed that applications are being invited.  £1.10 per elector is available for parishes working together to solve local issues.   It was agreed that members would give some thought to possible projects for consideration in November’s meeting.


Potholes, highway maintenance reports and other highways issues
11.1  Members received a DCC Highways consultation on the impacts of the proposed cuts
          for 2015/16 on the highways service.  It was agreed that this be deferred until next
11.2   Members were informed that the sinkhole on the road from Gallant Le Bower to 
          Greendown has still not been repaired.  It was agreed that the clerk would chase this up
          with DCC Highways.


Cllr Hayles was unable to attend the meeting but advised that the only thing that arose from the last meeting was to ask the Parish Council if it is happy for Holne Playpark Charity to ask Bibio’s advice on the gate into Playpark and obtain a quote from them.  Members agreed that Playpark should contact Jo Flint at Hastoe Housing about the gate. 

The next meeting of Playpark has been arranged for 8 October.


Clerk’s or Councillors’ reports on matters authorised by the Council


Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting
Cllr Powell advised that he had been asked to bring a matter to the attention of the Parish Council regarding a family in Holne whose daughter attends the primary school in Buckfastleigh but do not live far enough away to qualify for free school transport (by around 200 yards).  However, they would qualify for free school transport if they attended Widecombe Primary School.  It was agreed that, in the first instance, the clerk should ask County Councillor Rowe to investigate the matter.  


16.1    Members received and noted correspondence from Ugbrooke Environmental Ltd  
            informing them that the funding agreement relating to the Holne Village Trough
            project has been transferred to Viridor Credits Environmental Company.

Other items for information only were placed in the circulation folder or emailed direct to members.


Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 4 November 2014 at 7.30pm.

End of September 2014

The County Council has been challenged to the decision to stop providing residential care by the daughter of a lady who is a resident of a council run care home in N.Devon.  The daughter wants her mother to stay there.  This case is being funded by legal aid and the council has received an injunction to stop further action on closing about 20 remaining care homes.

3 homes have already been closed and another is in the process of closing.

In June there were 257 residents in County council Care homes, the number now is 160.So we will now have to wait on the outcome of the judge`s decision .

Nearer home work has started on the Redworth Junction in Totnes & will last for approximately 10 weeks as most of it will be done at night to alleviate traffic congestion. (More than it is already!)  It is being done to improve pedestrian’s s crossing the busy main road junction for Kevics pupils.

The South Devon link road is on track to be completed on Schedule at about this time next year.
I have attended Community group Meetings ref.policing, setting up Community centres, managing our food from being produced on our farms, production Lines  and to Our fridges .



At its October Council meeting, SHDC agreed the appointment of a new Executive Head of Service Delivery, replacing the post of Chief Executive. The new officer will be introduced shortly and will oversee the T18 transformation programme which is well underway.

The Council passed a motion calling on the Government to strengthen the transport links to the South West. We need road improvements such as the upgrading of the A30/A303, and the reinforcing of the railway line that was cut last winter, which is vital to the economy of South Devon.

There is currently a lot of discussion surrounding Our Plan, in particular we are in the process of analysing the amount of housing that will be required in South Hams District area. We carried out a call for sites as part of the Strategic Housing Land Availability Assessment, and officers are now processing many sites to see if they are suitable. Dartington Trust submitted 12 sites, much to the dismay of Dartington residents, although only one or two will be suitable.

Finally, a reminder that it's TAP fund time again and please think of any projects you would like to combine with other Parishes.
