Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on Tuesday 1 July 2014 at 7.30pm

Cllr Smerdon advised that there was nothing relevant to this parish to report.

Relatives of the applicant of the planning application 0336/14 to be discussed at item 7.1.1 gave a brief explanation of their proposal and answered questions posed by members.

The meeting was opened by the Chairman, Cllr Owen, at 7.42pm.

Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

The Chairman declared an interest in 7.1.1 as she has a farm business tenancy adjacent to the field in which the planning application is being sought.

Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 3 June 2014 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.

Insurance Claim
Members received a claim for costs for damage to property at 1 Forge Cottages alleged to have been caused by a blocked leat running through the parish on 15 December. The clerk advised that the Council’s insurers had been notified and had asked a series of questions. 

After a discussion, it was agreed that the Parish Council was only responsible for the section of leat running through land for which it was responsible, i.e. Playpark.  It was further confirmed that there were no blockages in Playpark.  It is not responsible for the leat running through the churchyard.

Planning
7.1       New Planning Application
            7.1.1    0336/14 – Change of use of agricultural land to residential curtilage with the  
                         formulation of independent access track (Option A) at Little Cross, Holne

                         Members had no objections to this application.    

7.2       Decisions
              7.2.1  0191/14 – Erection of single storey side extension, Oak Park, Michelcombe,   
                         Holne
                         Members noted that DNPA has granted conditional planning permission.        

              7.2.2  0265/14 – Prior Notification for the erection of an agricultural storage barn  
                        (24m x 19m), Holne Park Farm, Ashburton
                         Members noted that DNPA has approved the works described in this  
                         Notification.

Affordable Housing Development
Cllr Simpson reported that it was a great day when the keys were handed over to the new tenants.  Cllr Troake stated that everyone who has been involved in this project since its conception should be proud of their achievement.  Cllr Simpson added that DNPA was very pleased with the design of the development and will be using it as an example for future developments.  The official opening will be on 17 October.  In the meantime, it was suggested that a community barbeque be arranged to welcome the tenants.  It was agreed that Cllr Simpson would speak with the tenants and the housing group to find out if they wished to do this.

Leats
9.1  Leat at Holne Cott – members considered a request from DCC to part fund necessary   
        repairs following confirmation that DCC has carried out a Land Registry search but has 
        been unable to establish ownership.  After a discussion it was agreed that the Parish
        Council would contribute the money it had been granted by the TAP fund, £656.74,
        towards the repairs. 

9.2  The clerk advised that DCC thinks that the village green outside The Church House  
        is owned by Holne Church Charity and if so they would be responsible for the  
        maintenance of the green.

First World War 100th Anniversary
Cllr Troake reported that the Church is planning something which is in the early stages and he has agreed to be involved with that rather than trying to organize a separate event.  He will report further in September.

Potholes, highway maintenance reports and other highways issues
11.1     New Bridge – members were informed and noted that DCC are planning to install a
            gate with 3 posts in a line, creating a wide gap and a narrow gap, with the wide gap   
            being wide enough to allow normal traffic,  and a locked gate in the narrow gap.    
            They are planning to issue licenses to anyone who has a bigger vehicle but can get it  
            across the bridge. To get across you will have to unlock the gate and drop the middle
            post.  License holders will have a key.  DCC advised that they had tried all other
            options:

  • They have done as much signage as they sensibly can
  • He wanted to put electronic signs up that flash if an oversize vehicle approaches, but DNP won’t let them
  • English Heritage won’t let them widen the bridge
  • The idea of bollards as been discarded because they are immovable and therefore won’t be as good as the above option.

            Timescale wise, they are planning to repair the bridge now, then leave it for the                  
            summer.  It is expected that it will need repairing again in Autumn, and they will
            probably do the gates then.  DCC will re-consult with affected parties first.

11.2     Parish Lengthsman – members requested that the clerk finds out how many actual
            working hours Holne receives, the concern being that the travelling time to and
            from Tavistock (where the lengthsman are believed to travel from) eats up into the
            hours actually spent in the parish.

Playpark
12.1     Cllr Higman reported that he had removed the metal pipe from Playpark and having
             looked at the silt trap, expressed concern about the size of the gap between the granite
             slabs.  The Chairman also offered to look at the concrete elbow in Church Park.

             It was suggested that the metal pipe that Cllr Higman had removed be offered to 
             DCC Highways for the necessary repairs at Holne Cott as discussed at item 9.1.

12.2     Cllr Simpson advised that a parishioner had reported to her a deep hole (about 5
            inches deep) approximately 0.2 of a mile from Brackenwood to Gallant Le Bower.  She
            had taken a photograph and would report it to DCC.

Correspondence

15.1     Members received an email from Joanna Rumble, DNPA, seeking the parish’s views
            on the future of library services.  There were no comments.
15.2   Members received an email from Dr Sarah Woolaston MP concerning an issue  she
          is discussing with the Ministry of Justice relating to free burial spaces and asking
          whether this was an issue affecting Holne.  Members did not believe this was an   
          issue but suggested confirmation be sought from Rev’d Cooper.

          A request had also been made by Dr Wollaston to hold a surgery in the village hall 
          on 17th October to which members had no objections.

15.3   The clerk informed members that there was a Commoners meeting on 27 August at 
          6.00pm at the car park north of Vennford Reservoir to which parishioners were
          welcome to attend.  Further details would be posted on the noticeboard at the
          Village Hall.

Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 2 September 2014 at 7.30pm.
