Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on

Open Forum

Questioned why potholes are not being filled, in particular Gallant Le Bower to Hembury Bridge and Gallant Le Bower Cross to Greendown. 

District Cllr Smerdon
District Cllr Smerdon was unable to attend the but sent a brief report stating that the new Chairman of SHDC is Cllr Bill Hitchens from Shaugh Prior, who is also Chair of DNPA. The new Vice Chairman is Cllr Ian Bramble who represents Thurlestone.  He advised that he has been invited by Hastoe to join the group viewing the new houses on 17th of June.

County Cllr Rowe
DCC Annual Council meeting was held on 15 May at which the new Chairman, Cllr George Gribble, was elected.   The new Vice Chairman is Cllr Jim Knight from Axminster.    Members have debated the consultations which have been taking place on the possibility of cuts to various services which she has spoken about at previous meetings.   Nothing has yet been decided.

At election on 22 May, Richard Hosking was elected as the new County Councillor for Erme Valley replacing William Mumford.  Judy Pearce was returned in place of John Carter. 

Torbay Health Care Trust – new Chairman started yesterday – Sir Richard Ibbotson, a former navy man.  Paula Vasco Knight, the suspended Chief Executive, has now left the post.  In the North East, Dr John Lowes who has been acting Chief Executive for the past 4 months, will be continuing for the present time.

With regard to Dartington School – no definite decisions have been taken as yet.  Some of the units will be renovated and the rebuild will begin in September.

The school will have temporary buildings to operate from which are being put into position at present.

The Chairman asked Cllr Rowe why the Parish Council did not receive more notice about the Parish Lengthsman’s recent visit to the parish in order to prioritise and inform the lengthsman of what needs to be done.  Cllr Rowe did not know but suggested that the Parish Council compile a list throughout the year and feed this back on a regular basis so that when he does visit he knows what the parish needs him to do.  She will, however, take the concerns back to the County (including potholes queries also raised) and feedback through the clerk.

The meeting was opened by the Chairman, Cllr Owen, at 7.46pm.

Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 6 May 2014 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.



    •   Members unanimously agreed to approve the following invoice for payment:
  • Cheque no 709 – South Hams District Council - £100 (Annual fee for inspection and insurance of Playpark)
  • Cheque no 710 – South and West Internal Audit - £60 (Internal audit fee)


6.1       New Planning Application
            6.1.1    0265/14 – Prior Notification for the erection of an agricultural storage barn   
                        (24m x 19m) at Holne Park Farm, Ashburton

                         Members had no objections to this application.    

             6.1.2   0251/14 – Agricultural workers dwelling a land at Mill Leat Farm, Holne

                        Members had no objections to this application.    

6.2       Decisions
             6.2.1   0176/14 – Erection of agricultural building to cover existing feeding/handling  
                        yard, Mill Leat Farm, Holne
                        Members  noted that DNPA has granted conditional planning permission

              6.2.2  0177/14 – Erection of lean-to on existing agricultural building for the  
                         accommodation of livestock, Mill Leat Farm, Holne
                         Members noted that DNPA has granted conditional planning permission

              6.2.3  0172/14 – Installation of oil and septic tanks, Long Barn, Michelcombe, Holne
                          Members noted that DNPA has granted conditional planning permission


Affordable Housing Development
The Chairman reported that the houses will be completed by 17 June.  Parish Councillors and the Affordable Housing Group have been invited to view them.  Members suggested and agreed that Hastoe be asked to move this viewing to late afternoon/early evening to allow more members to attend.  The Chairman advised that an open meeting will be held for parishioners in due course.  Allocations have now been made.  5 of the applicants are known to the Parish Councils but 1 applicant was not known.  Members agreed that Hastoe should be questioned why the Parish Council has been consulted on ‘local connection’ if the allocation is made regardless of the Parish Council’s response.     Hastoe also to be asked when the repairs to the road at Vicarage Cross would be undertaken.



Members considered a request from DCC to part fund necessary repairs to the blocked leat under Holne Cott from the TAP fund.  DCC has, to date, been unable to locate an owner for the repairs to be carried out.    Members suggested and agreed to ask DCC whether it has carried out a Land Registry Search to establish ownership.

With regard to the triangle of land in front of the Church House Inn, the clerk confirmed that the land is registered with Devon County Council as a village green (VG42).  The owner of the land at the time of registration in 1968 was Holne Parish Lands Charity.  Members were still unsure, however, who is responsible for its ongoing maintenance and asked that the clerk seek clarification from DCC.


Potholes, highway maintenance reports and other highways issues
9.1       Members noted that works at New Bridge have been completed
9.2       With regard to the lack of notice given of the Parish Lengthsman’s visit on 16th May, it     
             was agreed to have a standing monthly item in order to report matters for the
             attention of the lengthsman.  It was further agreed to write to Cllr Rowe to confirm
             the highways and lengthsman concerns raised during this meeting.


10.1     Members received and agreed to sign the 2014/15 SHDC Play Area Agreement which
             sets out the service provided by SHDC in relation to inspection and insurance.
10.2     Members received a report from Playpark.  The Parish Council was asked to write a letter of support to accompany the grant application being made to Biffa towards the cost of purchasing new equipment.  This was agreed.  It was also reported that the grass at Playpark has not been cut recently and as it was so long, would need raking up.  It was agreed that the clerk contact SHDC.  Playpark consider that the responsibility for clearing the leat at Playpark is the responsibility of the Parish Council as tenants of the land.  There is also concern about the metal pipe which is considered a health and safety risk.  As it will not be incorporated into the new scheme, Playpark requested that the pipe is removed.  It was agreed that Cllr Higman would look at the silt trap and also make enquiries into the disposal of the pipe.


First World War 100th Anniversary
Cllr Troake was not present at the meeting.  This item was deferred until next month.


Clerk’s or Councillors’ reports on matters authorised by the Council


Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting
Cllr Higman reported the presence of Japanese Knotweed on the verge opposite Greendown on the brow of the hill.  It was agreed that this should be reported to Devon County Council.

It was confirmed that the date of the next Parish Council meeting will be Tuesday 1 July 2014 at 7.30pm.
