Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on Tuesday 4 March 2014 at 7.30pm

Open Forum

Bill Allen
Commented on the damage caused by the storms and flooding, in particular fallen trees and blocked rights of way.  He informed members that they and/or parishioners should not hesitate to contact him to report any damage they are aware of.  A contract is now in place for improvements to the main Holne Moor leat – there being 9 significant breaches of the leat.  He informed members that he had attended a meeting with Claire Wager who works for SHDC and West Devon as the Outreach Manager.  She is keen to run a dog and owner event in South Hams.  The event would offer free dog chipping and will give officers the opportunity to talk to owners about dog behaviour on the Moor.  The proposed date is 18th July and he requested members’ suggestions for a suitable venue (preferably either the village hall car park or community shop car park).  Cllr Simpson confirmed that she would ask the question at the next Village Hall Committee meeting the following evening.  Bill confirmed that the Teddy Bear’s Picnic will be held on 10th May, 10am-1pm at Vennford Reservoir and the Ranger Ralph club for 5-12 year olds always welcomes new members.

Paul Arrowsmith
Reported an overhanging branch from a tree near playpark.  It was agreed to write to the landowner and remind them that it was their responsibility to maintain their trees.
The meeting was opened by the Chairman, Cllr Owen, at 8.05pm.

Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

No interests were declared.


Requests for Dispensations
No requests were received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 4 February 2014 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.


5.1   Members unanimously agreed to approve the following invoice for payment:

  • Cheque no 700 – S Hughes - £15.59 ( Stamps & paper)
  • Cheque no 701 – H Bourne - £500  (First aid training – TAP fund)
  • Cheque no 702 – Project COSMIC - £150 (Annual website hosting)
  • Cheque no 703 – Holne Village Hall - £50 (hall hire for PC meetings)


6.1       New Planning Applications
            0111/14 – Replacement of existing roof covering to the Well House and installation of 
            electrical generator at Combestone Farm, Hexworthy
            Members had no objections.
6.2       Decisions
             6.2.1   0662/13 – Agricultural worker’s dwelling, land at Mill Leat, Holne
Members noted that DNPA has granted conditional planning permission.

             6.2.2   0003/14  - Erection of monopole with antenna and equipment cabinet, West
                         Stoke Farm, Holne
Members noted that DNPA has granted planning permission for this


Affordable Housing Development
The Chairman reported as follows:

  • Hedgebank – Brian Beasley, DNPA’s Trees & Landscape Officer, has been closely monitoring the works this week.  He has made two visits on Tuesday to oversee the planting of the roadside bank.  He has indicated that he is now happy with the revised planting and that this meets the agreed specification.  The remaining matter of addressing the batter of the bank is to be undertaken this week, weather permitting and Mr Beasley will assess the completed works in due course.


  • Some members of the Parish Council and Housing Group have visited the site and were shown two of the properties (a 3 bed and a 2 bed).  Both are progressing as planned.  Concerns were raised about the fencing and it has been confirmed that there will be high chain link fencing around the perimeter and that the division between the properties will be post and wire fencing.
  • Notification has been received of the road closure on 10th March to put in water.  The road will be closed for 2 weeks.  She advised that the road will be dug up and backfilled as they go along. 
  • The public meeting arranged by Hastoe to explain the allocations procedure will be held on 18th March.


  • In respect of the allocations policy, SHDC were looking at the possibility of removing Band E.  However, Cllr Smerdon confirmed that this was now not going to happen for the time being.  A meeting will be held on 5th March which will be attended on the parish’s behalf by District Cllr Smerdon.


Leats and Flooding
It was reported that David Gardener has been in contact with various people regarding their leat responsibilities.  There was nothing further to report at this stage.


TAP Fund
It was agreed to defer discussion about how the funding secured for emergency lengthsmen service should be spent until next month once the new lengthsmen schedule had been reissued.


10.1   Cllr Hayles reported that three quotations had now been received for new play
          equipment.  A grant has been obtained from DNPA awarding 10% of the total cost of
          the equipment.  The Committee are in the process of applying for other grants to
          support the total cost of approximately £30,000.   Cllr Hayles sought clarification on
          whose responsibility it is to clear the leat and cut the grass.  It was confirmed that once
          the contract with SHDC expires in October 2014, the Parish Council will be responsible
          for cutting the grass.  It was suggested that leat clearance could be a community effort.
          The Chairman reported that the Luscombe Maye oak tree has now been planted.
10.2  The clerk advised that two quotations for grounds maintenance of Playpark
         from October 2014 had been received.  After a consideration of both, it was agreed to 
         award the contact to Simon Birbeck (who already cuts the grass in the churchyard) at a
         cost of £45 per cut.


First World War 100th Anniversary
Cllr Troake reported that he had discussed his suggestion to link the commemoration of the centenary of the First World War with Remembrance Day with Rev’d Cooper and she was supportive of the idea.  Cllr Troake informed members that he would like to find out more about the 10 men in the parish and perhaps produce a leaflet about them.  Cllr Troake will continue discussions with Rev’d Cooper and Michael French and will report again next month.


Electoral Review of South Hams: Final Recommendation
Members received and noted the recommendations of the Boundary Commission the main change being a reduction in Councillor numbers from 40 to 31. The Eastmoor Ward will become a two member ward renamed South Brent and will be made up of the parishes of  Holne, Buckfastleigh  West, Dean Prior, Rattery, South Brent, Diptford and North Huish.


Potholes, highway maintenance reports and other highways issues
It was reported that Bibio will retarmac the hole which has been dug up for the installation of the water.
However, it was noted that tarmac from Vicarage Cross to the turning into the housing development was in a very poor condition and should be reported to DCC Highways.

It was further noted that the edge of the road opposite the Tithe Barn is wearing away and needs attention.


Clerk’s or Councillors’ reports on matters authorised by the Council
The Chairman reminded members that the Annual Parish Meeting will take place on 18th March immediately following the public meeting arranged by Hastoe Housing to explain the allocations procedure.
She also reminded new members that training was available should they wish to attend.


Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting


There were no further items of correspondence which had not already been discussed above.


Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 1 April 2014 at 7.30pm.  


The meeting closed at 9.00pm.

I am sad to have to report the death of Councillor John Carter, SHDC member for Salcombe and Marlborough. John died on 24th Feb after having been ill since the autumn. He was 66. He was a past Chairman of SHDC, and most recently was an Executive Member before standing down in May this year. His funeral and memorial service will be held at Marlborough Church on Tuesday 4th March

At the council meeting on 13 February, it was agreed to increase Council Tax by 1.9%, which equates to 5p per week for the average Band D home.

The Local Government Boundary Commission for England has published its final recommendations on the Boundary Review for SHDC. This is available online at www.lgbce.org.uk        The main changes are a reduction in Councillor numbers from 40 to 31. The Eastmoor Ward will become a two member ward renamed South Brent, made up of the parishes of  Holne, Buckfastleigh  West, Dean Prior, Rattery, South Brent, Diptford and North Huish.  Each voter will have to vote for two councillors. Staverton will join Dartington. These changes will take effect from the elections in 2015.

Mrs Jan Montague has been appointed as the Councils Returning Officer and Electoral Registration Officer.
The next round of Cluster Meetings will take place in March, the Northern one at Harbertonford School at 6.00pm on Tuesday 18th March.

The Council has agreed a Retail Relief Scheme to support local businesses with a £1000 rebate for local retailers. Details of how to apply are yet to be announced.
