Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on Tuesday 5 November 2013 at 7.30pm

Open Forum

Keith Evans
Pressed the Parish Council about what was happening with the hedgebank and whether any response had been received from Natural England.  The clerk advised that Natural England were investigating the issues around the hedgerows at this site and appropriate enforcement and remedial action is ongoing.  Mr Evans advised that he had been making his own enquiries and investigations about the breach of the licence.  It was agreed that the clerk would contact Natural England to establish the actions they were taking including DNPA in all correspondence.

Ross Gray
Asked where the tree being donated by Luscombe Maye was going to be planted.  The Chairman advised that Playpark will be proposed rather than the affordable housing site.

District Cllr Smerdon
Cllr Smerdon informed members that other parishes seemed interested in exploring the opportunity of installing WiFi in their village halls.  The clerk advised that Holne Village Hall Committee would be discussing this at their next meeting on 12 November.   The Buckfastleigh Quarry Inquiry had a favourable outcome.   It has been agreed by the District Council to press ahead with the T18 Transformation Programme.  The new fund, the New Homes Bonus Community Re-Investment Projects Fund does not apply to parishes in the National Park, but as SHDC give some of their New Homes Bonus  money to DNPA, the Park are intending to set up a similar fund and he intends to campaign that this money is ring-fenced for SHDC moorland parishes like Holne.

John Nutley, DNPA
Advised members that there will be further cuts in the DEFRA grant and DNPA are waiting to find out the extent of these cuts.  He informed members that the next DNPA forum meeting was scheduled to take place on 29 November 2013.

Paul Arrowsmith
Informed members that the Christmas tree has been ordered.  He advised members that he had registered the shop and tearoom as a community asset and requested that the Parish Council supports the registration by drafting a letter to SHDC.  Finally, he stated that he had fallen in a pothole outside the village hall and asked the Parish Council to establish with DCC when it would be resurfaced.


The meeting was opened by the Chairman, Cllr Owen, at 7.55pm.

Casual Vacancy
It was proposed by Cllr Troake and seconded by Cllr Hayles and unanimously by those present and voting to co-opt David Higman and Tom Powell as councilors until the date of the next ordinary elections.


Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

No interests were declared.


Requests for Dispensations
None received.


Ratification of Minutes
Members present received the minutes of the meeting of the Parish Council held on 8 October 2013 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.


6.1      Members unanimously agreed to approve the following invoice for payment:

  • Cheque no 692 – S Hughes (stamps, ink, paper, batteries for online card reader) - £38.89


7.1       New Planning Applications
            7.1.1   0529/13 – Erection of second story extension above existing lean-two
                       toilet/shower room  at rear of  the property to create well at Bearwood, Holne
                       Members agreed to support this application. 

7.2       Decisions
            7.2.1    0453/13 – Conversion of barn to form holiday accommodation, Seale Stoke  
                         Farm, Holne                                                 
                         Members noted that DNPA has granted conditional planning permission.

             7.2.2   0446/13 – Certificate of Lawful Use or Development – Little Cross 
                         Cottage, Holne
                         Members noted that DNPA has issued a Certificate of Lawful Use or  
                         Development in respect of this property

            7.2.3    0445/13 – Creation of new vehicle access to road, 1 Wotton Cottages, Holne
                         Members noted that DNPA has granted conditional planning permission.


Affordable Housing Development
The Chairman reported as follows:

  • Concern had been raised about road damage at top of Vicarage turn
  • Wayleave through the churchyard has been refused
  • It is hoped that all services will go in at the same time
  • A response is awaited from the Homes and Communities Agency re one of the properties being available on a shared ownership basis
  • The Housing Group will meet again when all points previously raised with Hastoe Housing Association
  • Confirmation had been received from SHDC that the new development will be known as 1-7 Little Bewden.


TAP Fund
The Chairman informed members that she had met with the representative of K J Thulborns and had identified six buddle holes which require urgent attention.  She also informed members that this parish was entitled to 1.5 days of lengthsman service per quarter with the next visit due in mid-November.  It was agreed that it should be established what work the lengthsman would be doing before asking K J Thulborns to undertake any work.


The Chairman informed members that the agreed works to the leat from Playpark to Church Park would be carried out soon.  A concern has been raised about the proposed split of water at the Village Farm take off (originally 50/50).  It is understood that the section of the leat that runs down from that take off through the churchyard was never designed, entitled or intended to take 50% of the water. Received information is that it was only entitled to a quill.  Part of the problems caused at the churchyard end are due to too much water coming down, so a permanent 50% is likely to create permanent problems even with a new sink.

The Chairman advised that it had been suggested by DNPA to form a leat working party.  After a discussion, this was agreed and would be made up of the Chairman and Cllrs Troake and Higman.  In the meantime, it was agreed that the clerk would circulate a leat map to all members for their reference.


11.1   Cllr Hayles reported that she will be meeting with two companies to look at designs
          and cots for new equipment.

11.2  Members received a letter from SHDC informing them that services for grounds
         maintenance will be withdrawn from October 2014.  It was agreed that the clerk
         should request a quotation from South Hams’ Grounds Maintenance Team. 

11.3  It was agreed that the clerk would contact Luscombe Maye to find out when the
         donated tree would be delivered and how large it will be etc.

 11.4   Members discussed the trimming of the Playpark hedge at which point Cllr Owen  
           declared an interest and left the meeting.  It was agreed that the Parish Council
           would ask Peter Owen to cut the hedge in the same way as he usually does.



First World War 100th Anniversary
The Chairman asked members to consider whether the Parish Council should initiate something in the community to commemorate the anniversary of the start of the First World War.  It was agreed that members would give this some more thought for further discussion at the next meeting.  In the meantime, Cllr Troake would look at the names on the memorial.


Holne Parish Council – The Future
On the request of a parishioner, members discussed whether this parish needs a Parish Council in the future.  After a brief discussion, it was unanimously agreed that there was a need for a Parish Council.


Potholes, highway maintenance reports and other highways issues
No further issues were raised that hadn’t already been discussed earlier in the meeting.


Clerk’s or Councillors’ reports on matters authorised by the Council
Members were notified of a DCC consultation about the Mobile Library service. The service will continue in Holne but stops will reduce from fortnightly to monthly.


Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting


The clerk advised members of the following items of correspondence:

17.1     Notification from SHDC of the registration of a local asset nominated for the List of    
            Assets of Community Value for Holne.  The nomination was submitted by Holne   
            Community Shop and Tearoom Ltd for Holne Community Shop and Tearoom,    
            TQ13 7SL.  It was agreed that the Parish Council would draft a letter of support to
            SHDC as requested by Paul Arrowsmith in the open forum.
17.2     Healthwatch Voices  - Issue 2
17.3     Invitation to attend an evening of Christmas carols at Buckfastleigh Town Hall on      
            Friday 6 December at 6.30pm               
17.4     Super Cluster meeting on 11 November.
17.5     DNPA Forum meeting on 29 November.


Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 3 December 2013 at 7.30pm.   


The meeting closed at 8.57pm.
