Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on
Tuesday 4 June 2013 at 7.30pm

Open Forum:
Keith Evans expressed concern about how much has gone wrong on the housing site over the first 4 days citing various examples (e.g. hedge bank has been decimated, traffic movements through the village, marks on the road etc.) He also expressed concern that DNPA sent a method statement but this has not been published on DNPA’s website.

In his view, the two DNPA Enforcement Officers will always be struggling for time to watch over what is happening.  He also stated that the method statement is incomplete.  E.g. How do they intend to deal with surface water drainage?

Need a strong understanding from DNPA that this is a contentious site and that Enforcement Officers must give the parish proper service.  He stated that he is looking for the Parish Council to set in motion a plan for contact with the DNPA to ensure that these things are done.

Cllr Ross advised that she intends to set up a meaningful contact with Chris Hart to ensure that DNPA keeps a careful watch.  She also reported that she had been in contact with Glendinning about transport through the village and added that the men on the building site were very keen to co-operate.

There will be an official monthly meeting between DNPA, Hastoe, the builders and a representative of the Parish Council and more frequent unofficial meetings.  She has been assured that the turf bank will be planted in due course and that is current state is only temporary.

Cllrs Owen and Ross advised that they would visit the site tomorrow and liaise with Chris Hart at DNPA about the issues that had been raised.

District Cllr Peter Smerdon
White Cleaves quarry appeal will take place in June.


The meeting was opened by the Chairman, Cllr Owen, at 8.02pm.

Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

No interests were declared.


Requests for Dispensations
None received.


Ratification of Minutes
Members present received the minutes of the Annual Meeting of the Parish Council held on 7 May 2013 and agreed unanimously that they be signed by the Chairman as a true and       correct record of the meeting.


5.1   Members unanimously agreed to approve the following invoice for payment:

  • Cheque no 681 - £60.00 – Ken Abraham (internal audit)

5.2   Members received and noted that the internal auditor had no issues to draw to the  
        attention of the Council arising from this year’s testing.

5.3  Members reconsidered whether to subscribe as a member of the Community Council  
       of Devon and it was agreed that the Parish Council should become Associate Members    
       at a cost of £24.00 (cheque 682).        



6.1       New Planning Applications:
              6.1.1  0256/13 – Extension to existing agricultural buildings (238sqm), Higher  
                         Michelcombe Farm, Holne    
                         Members agreed to support the application.

6.1.2   0274/13 – Improve existing rides within woodlands, create new rides in two  
           unmanaged woodlands with new loading and stacking areas, plus new
           surface road at Holne Park Farm, Ashburton

                         Members had no objections to the application.

6.2       Decisions:
             6.2.1   0106/13 – Campsite for six tents and three shepherds huts plus creation of 
                          toilet/shower block within part of existing building (retrospective  
                          application), Higher Michelcombe Farm, Holne

                          Members noted that DNPA have granted conditional planning permission.
6.3       Correspondence
            6.3.1  Members received and noted a letter from Luscombe Maye, agents for Mr and     
                      Mrs Gray of Priddons Farm, thanking the Parish Council for its support in  
                      relation to  their log cabin at Priddons Farm and to advise that Mr and Mrs
                      Gray have now felt it necessary to apply for a Certificate of Lawful use in
                      relation to the occupation of their log cabin a Priddons Farm as a residential  


Affordable Housing Development
Members received and noted a copy of a letter and supporting documents from the Director of Planning, Stephen Belli to the architects relating to discharge of conditions 3, 8 and 10 prior to commencement of work.  

Following an approach by an interested party about shared ownership, members sought clarification about how the houses are going to be let.  It was agreed that the clerk should obtain a copy of the s106 agreement from DNPA.


TAP Fund
Cllr Simpson informed members that a company in Torquay would be used to run the food hygiene courses.  The dates are to be confirmed.

The clerk advised that a quotation had been requested from South West Highways to clear the buddle holes using funding obtained from the TAP fund.  It was also confirmed that members wished the clerk to write to the owners of Holne Cott to remind them of their responsibility to clear the blocked leat under their drive.
The Chairman suggested that a copy of the letter sent to John French as Chair of Holne Commoners Association relating to the Association’s responsibility to maintain the parish leats also be sent to the Secretary, Vicky Pearse.


Dartmoor Sustainable Development Fund 2013/14
Members received information relating to the Dartmoor Sustainable Development Fund 2013/14 and agreed that the details are sent to Fleur Powell as Chair of Holne Playpark so that an application can be made for improvements to Playpark.


Advertising Posters
Cllr Ross commented that there is a proliferation of laminated A4 posters all around the parish and asked if the clerk could ask the DNPA to clarify the rules relating to advertising in this way.


Leat Repairs
The Chairman advised that a quotation was awaited for the proposed leat repairs.  The clerk advised that once this had been received, the application for funding from the Dartmoor Community Development Fund could be completed.


‘Your Dartmoor’ – Draft Management Plan for DNP
Members received the draft management plan for DNP but did not wish to make any specific comments.


Electoral Review of South Hams – Warding Arrangements
Members did not wish to comment on the proposed warding arrangements.



Mobile Stable at Holne Bridge
The Chairman advised that the shelter has now been moved and is now not as visible and therefore no further action was required.


The Chairman confirmed that Playpark had now clarified how the fence can be removed and re-erected safely and legally.  She further advised that there have been two quizzes in the pub and all funds have been donated to Playpark (approx £65).


Parish Footpaths
Members examined the definitive map following a walk of the paths in April.  After a discussion it was agreed that the clerk would seek clarification about the status of the path from Shutterford to the bridge over Holybrook at Hembury and the track over Greendown.


Potholes, highway maintenance reports and other highways issues

Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting
19.1  The Chairman advised members that an email sent by a councillor had been  
          published on the Holybrook Exchange without their consent.  A discussion then
          ensued about how to prevent emails being forwarded in this way.  The clerk
          suggested that members put a disclaimer at the end of their emails and would
          forward suggested wording to all members to use should they wish to.

19.2  The Chairman requested that the Clerk book her a place on the Chairmanship course
          organised by DALC on 19th June and Cllr Hayles requested that she attends the new  
          councillor’s course on 9th July.


20.1  Members received and noted a letter from Trevor Pennington thanking them for their
          kind words following his retirement as County Councillor.

20.2  Members received an email from Gill Gray wishing to draw members’ attention to a  
         huge boulder which has been placed alongside the road near to the shed and gateway   
         to Sunnyside field and a short distance from Playcross.  The boulder is partly on the  
         highway and in her view is therefore dangerous to traffic. This 'layby' is used
         constantly by car drivers when pulling in so that vehicles coming down the road from
         the Mitchelcombe Lane area, can safely pass - it should be noted also that this stretch
         of road often has walkers with dogs and children.  Members noted the concern and
         the Chairman would arrange for the boulder to be moved.
20.3  Members received details of the Northern (Totnes and surrounding area) Parish  
         Cluster meeting on 12 June at 6.30pm at Follaton House.  It was agreed that Cllr Ross
          would attend on behalf of Holne Parish Council.



Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 2 July at 7.30pm.  


The meeting closed at 9.19pm.
