Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on
Tuesday 2 April 2013 at 8.00pm

Open Forum:
No members of the public wished to address the e Council.

The meeting was opened by the Chairman, Cllr Owen, at 8.06pm.

Casual Vacancy
Members received an application for consideration to fill one of the two vacancies which exist on the parish council. 

It was agreed unanimously to co-opt Siobhan Hayles who proceeded to sign her Declaration of Acceptance of Office and joined the meeting.


Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interests in any matter to be discussed during this meeting.

  • Cllr Hayles declared a pecuniary interest in item 7.1.2, 7.2.1, 7.3.3 and 7.3.4 as she was the applicant.



Requests for Dispensations
None received.


Ratification of Minutes
5.1  Members present received the minutes of the Parish Council meeting held on 5 March
       2013 and agreed unanimously that they be signed by the Chairman as a true and
       correct record of the meeting.
5.2  Members present received the minutes of a Planning meeting held on 27 March 2013
       and agreed unanimously that they be signed by the Chairman as a true and correct
       record of the meeting.

5.3  Members present received the minutes of the Annual Parish Meeting held on 27 March
       2013 and agreed unanimously that they be signed by the Chairman as a true and
       correct record of the meeting.


6.1   Members unanimously agreed to approve the following invoices for payment:

  • Cheque no 674 - £102.40 - HMRC (PAYE)
  • Cheque no 675 - £20.00 – Holne Village Hall

6.2   Members approved the continued membership of DALC and noted the payment of
        £58.51 which would be deducted by SHDC from the first instalment of the precept.
6.3   Members received and noted the bank reconciliation.



7.1       New Planning Applications:
              7.1.1  0147/13 – Two-storey extension to dwelling including first floor decking at    
                          Higher Michelcombe Farm, Holne
Members had no objections provided the extension remains ancillary to the main dwelling.

      • 0146/13 – Conversion of barn to form holiday accommodation at Seale Stoke Farm, Holne


Having declared a pecuniary interest, Cllr Hayles left the meeting.

                            Members agreed to support the application.

7.2       Appeals:
              7.2.1  0357/12 – Restoration and refurbishment of house with kitchen extension, plus
                          minor amendments to existing holiday accommodation, Seale Stoke Farm,  
                          Members agreed not to make any additional representations.

            Cllr Hayles returned to the meeting.

7.3       Decisions:
             7.3.1   0630/12 – Certificate of Lawful Use - Priddons Farmhouse, Holne
                          Members noted that DNPA has issued a certificate of lawful use or development
                          for the use described in the application 0630/12.
             7.3.2   0050/13 – Certificate of Lawfulness in respect of non-compliance with  
                          agricultural occupancy condition Oak Park, Michelcombe Farm, Holne
Members noted that DNPA had issued a Certificate of Lawfulness.

             7.3.3   0075/13 – Prior Notification application for agricultural storage building (30.9m  
                          x 8.6m), Seale Stoke Farm
                        Members noted that DNPA has approved the work described.

             7.3.4   00653/12 – Alterations to barn (approved ancillary accommodation) in
                          association with conversion to holiday accommodation, Seale Stoke Farm, Holne              Members noted that DNPA has granted conditional planning permission.


    •        Planning consultation period (DNPA)

       Members received a letter from the Director of Planning at DNPA, Mr S Belli, and
       noted that from 1 May 2013, DNPA will be reducing the consultation timescale
       on planning and related applications to 21 days (currently 28 days) which will bring it
       into line with its partner District and Borough Council within the Park area.

    •       Parish Council workshop at Parke on 15 April at 7pm. 

      It was agreed that the workshop would be attended by Cllr Ross, Troake and Hayles.


Affordable Housing
8.1       Members received and noted the planning conditions attached to the affordable 
            Housing development and the signed deed of transfer between Ms Roberts and  
            Hastoe Housing Association.  Members also noted various email correspondence
            regarding the scheme.  It was further noted that members had not heard from
            Hastoe Housing and did not know when building was due to commence.  It was
            originally thought that building would have to commence before 31 March or
            Hastoe’s funding would be lost, however it was clarified that there would only be a
            ‘risk’ that funding might be lost if building hadn’t commenced by that date. 
            Concern was also voiced about how the properties would be allocated to ensure that  
            Holne and Buckfastleigh West parishes are given priority.  The clerk also advised
            that she had received a telephone call from the owner of Tythe Barn who was
            concerned that fraudulent letters were being sent purporting to be written by him. 
            He wished to advise the council that the letters were not from him.  This was noted. 
            He also requested that a speed limit is imposed for lorries supplying the site as his
            property has no foundations and he is therefore concerned that a large volume of
            heavy vehicles travelling at speed might damage his property.  After a discussion,
            members agreed that the clerk should write to Hastoe Housing requesting an urgent
            update and to raise the points above.

8.2       Members present considered appointing someone to monitor the works to ensure 
            compliance with the planning and building conditions.  It was agreed that, as he 
            was absent from the meeting, the clerk would ask Cllr Jones if he would like to take
            on this role.

8.3       Housing Group Report – no report was given.


TAP Fund
Fund 1 - The Chairman reported that £1000 was available from the fund (a further £100 had been granted by Cllr Smerdon) and would be used for food hygiene training for the shop and tearoom.  The course will be open to anyone who wishes to apply.  If there is money left over, someone in the shop will do a First Aid course. 

Fund 2 – A sum of £1,756.74 has been received and is being held by Staverton Parish Council on behalf of Staverton and Holne parishes. The Chairman advised that it had been agreed that the fund will be split £1100 to Staverton and £656.74 to Holne (65km of roads in Staverton, 23km roads in Holne).  For Holne this equates to 26 ‘lengthsman hours’ at £25 per hour.   A discussion then ensued about where additional lengthsman hours should be deployed and it was agreed to seek advice from DCC Highways Officer, Lisa Edmonds.  A   meeting would be arranged by the clerk in order for the Chairman and Cllr Ross to meet with her.


Leats and Flooding
The Chairman reported that she had met with DNPA Rangers Bill Allen and Jonathan Stones to discuss ways to improve a section of Holne Town Gutter which runs from Playpark to Churchpark.  They both agreed that something could be done to improve the situation.  The Clerk has completed an application for funding to the Dartmoor Trust for funding but has been informed that it was unlikely that this would support the whole project.  Jane Marchand (Senior Archaeologist, DNPA) has therefore suggested a further application to the Dartmoor Sustainable Fund.  In the meantime, a further meeting has been suggested with all parties in attendance to see exactly what it is that is in need of repair and how this might fit with the criteria for both the Dartmoor Trust and the DSDF. 


Tree Warden
Members received the resignation of Ru Roberts as Tree Warden for the parish.  It was agreed that a letter of thanks should sent to Ms Roberts for her services as the tree warden.  It was further agreed that it was not necessary to recruit a replacement for Ms Roberts as the parish already had one tree warden (Ross Gray) which members considered sufficient.


Parish Footpaths
It was confirmed that members would walk the paths on Saturday 6 April starting from The Stone Barn, Holne at 10.30am.


13.1       Cllr Owen advised that the AGM was held on 13 March.  A request has been made 
              to Hastoe Housing Association asking for their consideration for allocating funds
              towards playpark.

13.2        Members received an application for a grant towards the cost of replacement    
               fencing.  After a short discussion, members agreed to grant £400. 


Bench Plaques
It was agreed to contact Paul Arrowsmith for an update regarding the replacement plaques on the parish benches which the Parish Council believed he was organising.


Electoral Review of South Hams
Members received correspondence from Cllrs J Brazil and C Pannell regarding the electoral review of South Hams following the Boundary Commission’s proposal that South Hams District Council should be represented by 30 councillors in the future.  After a discussion, it was agreed that no further comments would be made by this Council with regard to the review.


The clerk advised that no updates were currently being made to the website as she did not currently have ‘Dreamweaver’.  Paul Arrowsmith had agreed to supply a copy and this was awaited.


Potholes, highway maintenance reports and other highways issues
No new issues were reported other than those already raised earlier in the meeting.




Chairman’s urgent business for action by the clerk if covered by delegated powers or for inclusion on the agenda of the next meeting
18.1  The Chairman informed members that planning application 0310/12 – provision of   
          log cabin for agricultural worker’s dwelling including curtilage at Priddons Farm,
          Holne, is being discussed by DNPA members at the Development Management
          Committee meeting on Friday 5th April.  It was agreed that Cllr Ross would contact  
          the applicants to see if they required the Parish Council  to speak again in support of
          the application.  If so, Cllr Ross agreed that she would attend on behalf of the Parish  
          Council as she had spoken previously on this application.

18.2  The Chairman advised that County Cllr Pennington was not standing again in the    
         upcoming County Council elections and proposed that a letter of thanks and
         appreciation be sent for representing the parish over many years.




Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting will be Tuesday 7 May at 7.30pm.  


The meeting closed at 9.35pm.
