You are hereby summoned to attend a MEETING OF THE PARISH COUNCIL to be held on TUESDAY 2 OCTOBER 2012 at 8.00pm in the Village Hall, Holne.
Also invited: District Councillor Smerdon, County Councillor Pennington, John Nutley (DNPA), Bill Allen (DNPA) and Community Police Officers.
Members of the press and public are welcome.
The meeting will begin after both the Public Forum at 8.00pm and brief reports from County and District Councillors, DNPA representative and Police Community Support Officer.

3. RATIFICATION OF MINUTES
To approve and sign the minutes of the Parish Council meeting held on 4 September
- STANDING ORDERS & FINANCIAL REGULATIONS
To review and consider amendments to Standing Orders and Financial Regulations
(i) To approve cheques for payment including:
- HMRC - £88.80
- PWLB - £574.39 (by direct debit)
- Village Hall - £9.00
(ii) To receive a bank reconciliation
(iii) To note receipt of the second instalment of the precept - £2,640
(iv) To consider and agree donation to Parish Link (usually £60)
(v) To consider a request for a donation from Scoriton Village Hall Management Committee towards the cost
of their annual firework event
(vi) To arrange a meeting of the Finance Committee to discuss budget proposals for 2013/14
a. New applications/appeals
(i) 0513/12 - Construction of agricultural livestock building 1 plus associated works at land at Mill Leat Farm
(ii) 0514/12 - Construction of agricultural livestock building 2 plus associated works at land at Mill Leat Farm
(i) Refurbishment of existing detached workshop and store to the rear to form home office an studio with attached lean-to-store retained as existing at 1 Michelcombe Cottage, Holne
Members to note that DNPA has granted conditional planning permission.
(i) Leat – to receive an update from Mr Arrowsmith regarding the leak in the leat
(ii) To receive a report from Holne Playpark
8. TOWN AND PARISH FUND
To consider response from Buckfastleigh West Parish Council with regard to making a joint application for funding.
9. PARISH FOOTPATHS
To further consider correspondence received from Ms R Roberts relating to footpaths in the parish
10. SERVICE OF REMEMBRANCE
To discuss laying of the wreath
11. CHRISTMAS TREE
To confirm arrangements for the village Christmas tree
12. HOLNE AND SCORITON HOUSING GROUP
To receive a report
13. POTHOLES, HIGHWAY MAINTENANCE REPORTS AND OTHER HIGHWAYS ISSUES
- Update re outstanding issues raised in previous meetings
(ii) To report on any new highways issues
14. CLERK’S OR COUNCILLOR’S REPORTS ON MATTERS AUTHORISED BY THE COUNCIL AT PREVIOUS MEETINGS NOT OTHERWISE ON THIS AGENDA
