Also invited:  District Councillor Smerdon, County Councillor Pennington, John Nutley (DNPA), Bill Allen (DNPA) and Community Police Officers.

The meeting will begin after both the Public Forum at 8.00pm and brief reports from County and District Councillors, DNPA representative and Police Community Support Officer.

 

 

  1. APOLOGIES FOR ABSENCE

 

  1. DECLARATIONS OF INTEREST

Members are reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have any interest in the items to be discussed during this meeting in accordance with its Code of Conduct.

 

       3.  RATIFICATION OF MINUTES

(i)         To approve and sign the minutes of the Parish Council meeting held on 3 July 2012.

(ii)         To approve and sign the minutes of the Extraordinary Meeting of the Parish Council held on 24 July 2012.

 

  1. STANDING ORDERS

To receive, approve and adopt revised Standing Orders.

 

  1. DISPENSATIONS UNDER THE NEW CODE OF CONDUCT REGIME      

To agree how the Parish Council will determine requests for dispensations  

 

  1. DATA PROTECTION LICENCE

To acknowledge the requirement to obtain a Data Protection Licence and approve the cost of £35.

 

       7.  FINANCE

(i)         To approve cheques for payment:

 

(ii)        Holne Parish Council Accounts 2011/2012

To receive the Certificate and Report of the External Auditor for Holne Parish Council at the completion of the annual audit.    

 

(iii)        To consider grants made under ‘Small Grant Scheme’ and other donations

                       

 

 

 

       8.  PLANNING

            a.         New applications/appeals

(i)         0417/12 & 0418/12 – Refurbishment of existing detached workshop and store to the rear to form home office and studio with attached lean-to-store retained as existing at 1 Michelcombe Cottage, Holne

 

            b.         Decisions

(i)         0357/12 - Restoration and refurbishment of house with kitchen extension, plus minor amendments to existing holiday accommodation at Seale Stoke Farm, Holne

 

                                    To note that DNPA has refused permission to carry out the development.

 

(ii)         JB/0392/12 – Prior Notification for extension to existing agricultural barn for storage, Seale Stoke Farm, Holne

           

            To note that the proposed development is not considered permitted development and will therefore require planning permission.

 

       9.  COUNCIL TAX BENEFIT CHANGES

To receive notification from South Hams District Council that changes will be made to Council Tax Benefits from 1 April 2013 and that South Hams District Council will conduct a consultation regarding the changes between 6 August and 1 October 2012.

 

       10.  PLAYPARK

 (i)        Leat – to discuss and consider necessary action to cure the leak in the leat

 

       11. FUNDING OPPORTUNITIES

             To consider applications to:

 (i)      TAP fund (£1.10 per elector)   

 (ii)      Dartmoor Sustainable Development Fund (DSDF) (up to £400)

 

       12. PARISH FOOTPATHS

            To consider correspondence received from Ms R Roberts relating to footpaths in the parish

     

       13. COMMUNITY SHOP AND TEA ROOM

To discuss and consider the possibility, after investigation, of entering into a PWLB loan to help with the purchase of the Shop/Tearoom .

 

       14. HOLNE AND SCORITON HOUSING GROUP

            To receive a report

           

       15. POTHOLES, HIGHWAY MAINTENANCE REPORTS AND OTHER HIGHWAYS ISSUES

            To report maintenance issues.

           

       16. CLERK’S OR COUNCILLOR’S REPORTS ON MATTERS AUTHORISED BY THE COUNCIL AT PREVIOUS MEETINGS NOT OTHERWISE ON THIS AGENDA
