Minutes of a Meeting of the Parish Council
held in Holne Village Hall on Tuesday 2 February 2016 at 7.30pm

The meeting was opened by Cllr Owen at 7.32pm.

Open Forum
Ross Gray spoke to item 12.2 regarding the roadside hedge at Playpark.  He suggested that the fence is taken down and the hedge is relaid in November/December 2016.

The applicant for planning application to be discussed at item 7.1.1 (replacement dwelling at Little Cross Cottage) explained that the plans have been modified since the last submission.  The volume will remain the same but the pitch of the roof has changed.


District and County Councillors’ Reports
District Cllr Smerdon gave a verbal report as follows:
‘Following the publication just before Christmas of the Local Government Spending Review, there has been much discussion around the growing difference in funding between urban and rural Councils. We are using both the Local Government Network and our MPs to highlight this issue.
There are also concerns that the Government is considering taking money from the New Homes Bonus to help fund adult social care, this could also have a larger impact on small rural authorities.
Also the Revenue Support Grant, a major route by which the Government funds local councils now looks likely to end one year earlier than forecast, in 2018/19.  To balance these pressures the Rural Services Delivery Grant has been introduced, this should help dampen the effect of some of the previous measures.
South Hams is writing to business rated domestic properties, such as holiday homes, to advise of the implementation of charging for trade waste services. This could apply to approximately 2000 properties, 650 of which are already paying for a trade waste service.
SHDC are going through the process of setting the Budget and Council Tax for 2016/17, which will be confirmed at the Council meeting on 11th February. A Council Tax increase of 1.99% is being recommended.

SHDC is part of the Heart of the South West devolution bid (HotSW). This Somerset and Devon County Councils, all Devon and Somerset Districts, Torbay and Plymouth unitaries, Dartmoor and Exmoor National Parks, three Clinical Commissioning Groups and the Local Enterprise Partnership.  A Statement of Intent was submitted to the Government, which is considering 38 bids from cities, towns and counties across England. Any final devolution deal with Government will be subject to further approval/ratification by all partners individually’

Councillors expressed their disappointment about this Council’s failure to secure any funding from the TAP Fund for the village hall chairs and defibrillator. They also expressed their view that the decision making process and system was flawed and unfair.

County Cllr Rowe was unable to attend the meeting but sent a written report, attached.


Declarations of Interest and Requests for Dispensation
Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and to declare any disclosable interests, including the nature and extent of such interests they have in any items to be considered at this meeting.  Unforeseen requests for a Dispensation to be considered at this point only if there was no way a Councillor would have been aware of such before the meeting.

There were no declarations of interest or requests for dispensation.


Ratification of Minutes
Members present received the minutes of the Parish Council meeting held on 5 January 2016 and agreed unanimously that they be signed by the Chairman as a true and correct record of the meeting.


Finance and Governance
6.1   Members approved the following payments:

  • Cheque no 755 - P Owen (Playpark hedgetrimming) - £35.28
  • Cheque no 756 - S Hughes (Stamps and ink) - £19.71

6.2   Members received a bank reconciliation and balance of accounts.  It was agreed that should
         there be a shortfall of funds in the current account, a sum of £500 should be temporarily  
         transferred from the saver account to the current account and transferred back on payment of
         the first instalment of the precept.
6.3   Members received a report from the clerk regarding changes to the smaller authorities’ local
         audit and accountability framework.  It was agreed that the Council would remain opted-in to
         the Sector Led Body arrangements for  the procurement of external audit.
6.4  Members received a report from the clerk outlining this Council’s responsibilities with regard to
       pension provision and auto enrolment requirements.  This Council’s staging date is 1 January

6.5  Members received a draft Anti-fraud and Corruption policy.  It was agreed to adopt the policy.


7.1  New applications:
        7.1.1  0012/16 – Little Cross Cottage, Holne
                   Replacement dwelling

                   Members agreed to support this application.

7.2  Decisions:
        7.2.10602/15 – Refurbishment of existing dwelling including slate hanging to failing  
                    stonework walls.  Demolition of existing single storey extension and replacement with a
                    new two-storey extension and new glazed canopy area, Holne Park Farm, Ashburton

                      Members noted that DNPA has granted conditional planning permission.

         7.2.2  0511/15 – Removal of condition (b) of permission 09/26/1371/87 to allow holiday cottage    
                    to be used as a dwelling, The Old Farmhouse, Forestoke, Holne

                    Members noted that DNPA has refused to grant permission to carry out the development  
                    described in this application.


The Chairman reminded members that a temporary bullseye had been created to redistribute the flow of the leat from Church Park.  It seemed that this was a good solution although this had now become damaged and a contractor would therefore be required to carry out work to create a permanent solution.   It was agreed that Cllr Troake would establish the seriousness of the issue with the original complainant as this work would carry a cost.


TAP Fund
Councillors noted that both applications to the TAP fund had been unsuccessful.  Having expressed their disappointment to District Cllr Smerdon at item 3, it was agreed to write to SHDC

HM The Queen’s 90th Birthday Celebrations
There was no desire from members to organise an event to commemorate this occasion.


Buckingham Palace Garden Party
Members were invited to nominate No nominations.


12.1  Members received a report from SHDC Locality Officer with regard to the rope swing.

12.2   The Chairman suggested that the hedge adjacent to the road required some maintenance.  It  
           was agreed to obtain quotes – next meeting

 12.3   meeting on 8th February  - AGM.


Annual Parish Meeting
The clerk confirmed that Matt Barrow (Engagement Officer for Connecting Devon and Somerset) would be attending the meeting on 12th April to talk about Airband.

Councillors were advised that the Parish Lengthsman would next be in the parish in April and were invited to bring any matters to his attention.

Write to Lisa about the general condition of the road through Hembury Woods – including flooding by Bramble-by.
